fix(operator): Wire telemetry env/secret flow and refresh CRDs

This change fixes the wiring integrating otel configuration with the VM stack. Allows for configuration of OTEL endpoints for non-managed telemetry instances.

Side effects:
We had to disable descriptions in generated CRDs because they bubbled over the magic size limit. (this makes the CRDs way smaller however)
