feat(tilt): Stabilize third-party operator + telemetry local workflow

Cleans up the tilt environment a bit.

• Wires in Telemetry to tilt view (see feat(chart): Set up managed Victoria telemetry stack and options #139)
• Creates real "endpoints" in Tilt page
• Adds Delete patches to wandb managed resources (for cleaner tilt-down)
