This adds an initial Swedish translation of the concise guide to evaluating OSS software, as discussed in this issue: #464 .

It has been proofread by translation friend /thanks!/ https://github.com/haaninjo who, has a long history of translating Swedish free and open source software, in particular in the GNOME/Ubuntu/GNU-systems. Note: We are both part of a community of translators (for example, see haaninjo as coordinator of Gnome SV here https://l10n.gnome.org/teams/sv/, me as Ubuntu translation owner here https://launchpad.net/~ubuntu-l10n-sv, and both in the more fsf related translations here https://translationproject.org/team/sv.html so this should be some assurance for you that we have quite a good knowledge of how terms and phrases are commonly translated to Swedish.

There were several proposals for structure regarding translations, and as a suggestion I added this under the docs/LANGCODE/TRANSLATION-structure. However, as I write this, I see that it maybe should have been added as docs/docs/LANGCODE/TRANSLATION- as to mirror the whole structure. Let me know your preferred structure and I'll adjust:)

I can't comment on the Swedish, but I'm glad to see it!

I think the translation is in a fine shape, @haaninjo reviewed it, he is also an experienced translator. We applied for translation membership here #878

I cannot review the actual content, but that's why we have a translation team.

A quick check of an assisted translation verifies that the content is in-line with the original.

Yes, thanks, I will attend to it the coming days, it has been in my backlog for a while but quite far down, will prio it a bit.

I love the idea of regionalizing our work to enhance engineers picking it up!

The working group approved the adoption of the Swedish translation in today's call.
