cfg: Rename HCP Slack channels

This pull request updates the Slack notification channels for several periodic jobs in the Azure-ARO-HCP-main-periodics.yaml configuration file. The changes ensure that job failure and error notifications are sent to the correct Slack channels, aligning with the current team organization.

Slack channel updates for periodic job notifications:

• Development and tooling jobs now report to #aro-hcp-failures-dev instead of the misc channel.
• Integration jobs now report to #aro-hcp-failures-int instead of the previous int channel. [1] [2]
• Production jobs now report to #aro-hcp-failures-prod instead of the previous prod channel. [1] [2]
• Staging jobs now report to #aro-hcp-failures-stg instead of the previous stg channel. [1] [2]
