[WIP] Migrate ocp-e2e-serial-ovn-remote-libvirt-multi-z-z to orange zone (VPN)

Migrate the IBM Z (s390x) serial OVN remote libvirt job ocp-e2e-serial-ovn-remote-libvirt-multi-z-z from the yellow zone to the orange zone (VPN-backed).

Changes

• Capability: sshd-bastion → intranet (orange zone)
• Cluster profile: libvirt-s390x-2 → libvirt-s390x-vpn
• Workflow: openshift-e2e-libvirt-upi → openshift-e2e-libvirt-vpn
• Dependencies: Add OPENSHIFT_INSTALL_TARGET: release:latest for the VPN workflow
• Schedule: Cron adjusted (e.g. 4.22: 0 7 * * 1-4) where applicable

Scope

• Configuration updates in ci-operator/config/openshift/multiarch/ for the affected nightly config(s) (e.g. openshift-multiarch-main__nightly-4.22.yaml). Generated Prow jobs in ci-operator/jobs/ will be updated by make update.

Why

• Aligns this serial conformance job with the orange zone (VPN) so it uses the same network and pool as other VPN jobs (e.g. ocp-e2e-serial-ovn-techpreview-vpn-z-z) and runs in new environment.
