Add ClusterAPIMachineManagementVSphere feature gate to vsphere CAPI test

Required for openshift/cluster-capi-operator#455 to enable CAPI-based machine management on vSphere during CI testing.

Add ClusterAPIMachineManagementVSphere feature gate to vsphere CAPI test

Required for openshift/cluster-capi-operator#455 to enable CAPI-based machine management on vSphere during CI testing.
