Updates the npm publishing GitHub Actions workflow to better support manual runs and to remove an incorrect pnpm setup, aligning CI with the repository’s actual package manager usage.

Changes:

• Skip commit authenticity verification when the workflow is manually triggered (workflow_dispatch).
• Allow publishing on workflow_dispatch even when package.json version hasn’t changed.
• Remove pnpm setup from the environment setup action inputs.
