This PR is to convert our various XML files to block parser format.
It's using most of the same backend as the CFG block parser, and builds on a lot of the work from this.
It also leverages 8454b75 to add positive / negative validation where appropriate.
Needs careful testing, and doesn't currently support child files correctly.
