Finished incorporating start frame transforms into Part 3 to be able to relate the pedestrians in the start frame for bounding box overlap comparison to assign the correct id's and for the correct velocity calculation.

The AgentStates are being sent to the planning and software infrastructure groups in the current vehicle frame at their request.
