chore: migrate eslint to v9 in e2e

Description

Our eslint version is end of life and out of support: https://eslint.org/version-support/ so I have updated the e2e to 9.0.0 and have opened new prs for the frontend and backend to avoid the prs form getting too big. 9.0.0 comes with a new config format so I have migreated to that however this has come with some rule updated and changes. I have tryed to keep the rules as consistant as before.

This one is was nowhere near as big with minimal changes.

There's a couple of rules in the old config that I couldn't spot in the new one like padding-line-between-statements and ban-types.

ban-types is deprcated and the rule we want is automatically applyed: https://typescript-eslint.io/rules/ban-types/, Thanks for spotting those I have add the padding rule back
