[HOLD BE] Guard payment onboarding against a choice with no onboarding message

Explanation of Change

completePaymentOnboarding looks up onboardingMessages[onboardingPurpose] and passes it into completeOnboarding, which dereferences .message and .tasks with no guard (ReportUtils.ts prepareOnboardingOnyxData). The lookup is typed as always-defined, but at runtime introSelected.choice can be a backend onboarding choice that has no entry in onboardingMessages, so the lookup is undefined and the app crashes with Cannot read properties of undefined. This adds a guard to return early when there is no onboarding message for the choice, so that user gets no onboarding tasks instead of a crash.

Tests

1. Set introSelected for a test account to a choice value that has no entry in onboardingMessages (any value outside CONST.ONBOARDING_CHOICES), with inviteType: workspace and isInviteOnboardingComplete: false.
2. In New Expensify, as that user, add a payment method (bank account / personal bank account) before completing invite onboarding.
3. Verify the app does not crash and no onboarding tasks are created.
4. Covered by an automated test: tests/actions/IOUTest/PayMoneyRequestTest.ts asserts completeOnboarding is not called for a choice with no onboarding message.

QA Steps

1. As an admin invited on Classic whose onboarding choice has no NewDot onboarding message, open New Expensify and add a payment method before finishing invite onboarding.
