💡 What: Added @functools.cache to get_secure_runtime_dir in v2m/utils/paths.py.
🎯 Why: The function performs filesystem checks (stat, chmod) every time it is called. Since the runtime directory location and permissions are stable during the process lifetime, these checks are redundant after the first call.
📊 Impact: Reduces syscalls during application startup and IPC operations.
🔬 Measurement: Verified with cache_info() in a unit test that subsequent calls hit the cache.
