Adds the 'repo' scope to scope-enum so repository-meta commits (FUNDING.yml, BACKERS.md, CONTRIBUTORS.md, governance metadata) have a dedicated, semantically accurate scope rather than being forced into 'ci' or 'docs'. Signed-off-by: MicrosoftWindows96 <spam@zagrosi.com>
