Add TanStack Start test project for solid-icons
Description
This PR adds a TanStack Start (Solid) test application in apps/tanstack-test/ to serve as a testing ground for the solid-icons package. The project is a standard TanStack Start example setup. It can be used to verify that solid-icons works correctly in a Solid-based TanStack Start environment.
