I noticed that whenever this situation occured, we had entries, but these entries always had a null addjob timestamp. The only way that can really happen is if a page purge triggered an update of the transcode table. My theory is that with the multiple jobrunners in WMF, a page purge job (due to the move) is triggered before all the jobs are added by updateJobQueue. The easiest solution is to upsert, instead of doing an insert. Then if there was an insert or updated row, we create the job. Additionally, ensure that we start work, if the addjob time is newer than the startwork time already currently set. Bug: T113191 Change-Id: I647bed1540b5b45be8f73cd9b8b3cd7886e5caf4

The additional attribute will be used as selector in the follow-up change Id1d7454ca31e804a94d45b43db146c650614ef7e. The new selector restricts to elements created by extension TimedMediaHandler. This prevents bad interaction with <audio> elements created by extension Score. This now aligns with Parsoid commit bbf14cd1a814d2ea7f3303c7859ffd5d74c5b3a6 It also reverts some of the changes to html/parsoid sections done a bit hastily in I744c8d5cad4d9b07b10b880f5acd87accabc8ec3 which will be put back when I9dbbec62329f1b07c6d8949664834741abad3148 is merged. The new selector selects only video/audio elements created by extension TimedMediaHandler. The attribute data-mw-tmh="" was introduced in change I744c8d5cad4d9b07b10b880f5acd87accabc8ec3. This change prevents bad interaction with <audio> elements created by extension Score. Do not deploy this change as long as the cache contains old HTML without the attribute data-mw-tmh="".
