Ask in the new tab turned the tab into a flat, full-width chat page,
which felt like being sent to a different app. The chat is now a
centred column (up to 880 px) on the background the new tab was
showing.

Right before navigating, the new tab writes a description of that
background to its own tab's sessionStorage (wbTabChatBackdrop). Both
pages are on the extension's origin and sessionStorage is per tab, so
the chat finds it on first paint, keeps it across reloads, and no
other tab sees it. A classic script in the chat page's <head>
(tab-chat-backdrop.js, identical in both browsers) checks it and
paints it before first paint:

- a bundled or remote picture by its address (only this extension's
  files or http(s));
- an upload by its id in the new tab's MueCustomBackgrounds database,
  read only if that database already exists, so a multi-MB upload is
  never copied and a missing store is never created empty;
- a colour or gradient as its CSS value (the browser must accept it,
  no url());
- the blur, brightness and effect filter, with bounded numbers.

Videos, backgrounds turned off, and a chat opened some other way get a
plain, slightly darker surround. The column itself stays solid, so
answers are never drawn over the picture. The side panel and the
standalone window are unchanged.

The new tab's effect overlay covers every background, colours and
gradients included. It blurs and applies the effect through
backdrop-filter, then darkens the result with a black layer. The chat
backdrop dropped the effects for colours, and for pictures it applied
brightness before the effect. With brightness 0 and invert 100%, for
example, the new tab is black but the chat surround came out white.

Colour snapshots now carry the effects too, and the chat applies them
to both backdrop kinds in the new tab's order: blur, then the effect,
then brightness.

Keep the new tab's background in the full-page chat
Preserve output-limited answers as partial results
