/import used to restore a snapshot as a whole: every Settings value the file
did not carry went back to its default and the providers map was replaced
outright. A file that carries one model, such as the model config an app hands
over so a bot's browser can use that model, therefore wiped every other
provider and API key, the profile, user memory, custom skills and permissions.

/import now merges by default, the way the Cloud launcher's import_config_patch
already does: only the settings present in the file change, providers merge by
ID, and the platform-managed WebBrain Compass providers are never taken from a
file. /import --replace, with inline JSON or --file, keeps the previous
restore-everything behavior.

- background: import_config takes msg.replace. The merge path reuses
parseConfigPatchImport and mergeConfigPatchSettings, the trace-tier rule still
keys on import_config_patch, and the reply reports the mode.
- side panel: the --replace option, a "Merged N Settings values" confirmation,
and the flag forwarded for inline JSON and the file picker.
- locales: the --replace description and the merge confirmation, in all 23
  languages of both builds.
- docs: slash commands (EN, FR, zh-CN), export formats, architecture, CHANGELOG.
- tests: the handler tests cover merge, replace and the trace tiers; a new test
covers the /import parser and the locale keys in both builds.

Chrome and Firefox.
