Populate the conformance section to state that only two classes of product can conform to this specification: a user agent and a Content Decryption Module. A requirement that identifies the CDM applies to the CDM; every other requirement applies to the user agent. Make Content Decryption Module linkable by adding it to the CDM definition's data-lt, and cite INFRA so the user agent term resolves. Addresses #531
