Other changes

  • Add perl as dependency and remove using the man file from the extracted upstream release, enable man page generation from the package build.

Pretty sure the man page is not generated for a reason.

So the man pages were being copied from the upstream release, I had a discussion with @ahesford & I think @classabbyamp on IRC before my v4.13.2 update PR (#59546) about it and they suggested to generate it during the build process itself by using the ruby-asciidoctor if $CHROOT_READY, since adding perl and enabling documentation flag did the work, I kept it this way. Are you suggeting to keep the man page generation the way it was before or should I go with using the $CHROOT_READY check?
