dhcpcd 10.3.1 has an issue of not leasing a new address if it had expired during suspend (#596)
Would it be better to rollback to 10.3.0 until a fix?

The user in that issue is using 10.3.0 so it would need to be rollback back to 10.1.0.

Oh, my bad, I didn't notice.
I might be wrong, but a rollback to 10.2.4 could possibly suffice, as eloop and seems to have been reworked in 10.3.0.

Also, switching to 10.3.0 was discussed a bit in 58399.
Sorry about bringing it up in possibly the wrong pull request
