🌱 Removing the protected annotations checks from validating webhook

What does this PR do, and why is it needed?

This PR removes validation logic for "protected"/"privileged" annotations from the VM Operator's internal webhook. These permission checks are now offloaded to the external webhook (wcp-schedext) in Supervisor, which centralizes and enforces validation for protected annotations and labels on VirtualMachine and PodVM objects. This change delegates access control to the external webhook, which is capable of handling more complex authorization scenarios, including allowing users with specific VCFA rights to add, update, or remove these protected labels/annotations on VM/PodVM objects.
