Fix malformed User-Agent header in WebFetchTool that broke all URL fetches
- Add skills system: prompt templates that expand and route through the LLM
- Skills registry with search, retry/fallback executor, and reliability
  tracking
- File-based skill loading from a skills/ directory (skill-name/SKILL.md
  format)
- Four bundled generic skills: /summarize, /explain, /brainstorm, /draft
- Add /skills command to list all available skills
