The Rocky Linux build was using the library/rockylinux image (rockylinux:9) rather than the official rockylinux/rockylinux org image.

Changes

.github/workflows/build.yml: Updated the rockylinux matrix entry to use rockylinux/rockylinux:9 with a current SHA256 digest, consistent with how other base images are pinned in the matrix.
