Warnings were being broadcast via DevError::build() with no severity distinction, making them appear as red "BUILD ERROR" in the overlay and terminal. Add a Severity enum (Error/Warning) to DevError and use it to render warnings with amber styling in the overlay and a yellow "BUILD WARNING" badge in the terminal.
