Roadmap for UserFrosting 4.6

Main goals : Prepare for V5 by moving all possible system code into Core sprinkle

Status: Development started in develop branch

Related Milestone: 4.6.0

Preparing for V5

Current focus is 100% on V5 which will bring better modularity and a new framework skeleton by managing all default sprinkles with Composer.

Goal for this release is simple :

• Create userfrosting/framework
• Upgrade to Laravel 8.x and PHP 8; Drop PHP 7.2 & 7.3 support (#1074)

This should be (the last) step before V5 begins. It needs to be done anyway for V5, so goal is to make UF4 profit from those changes.
