index / TOC: rename "docs" to "conferences" #44

LGTM. Let's merge this. If it turns out that something doesn't work in the layout, we can always fix later.

How long does the redeploy of the website take? Currenty the link "Conferences" link on https://uapi-group.org/ gives me "Page not found" error page. |
Someone with a higher level of access in the UAPI group github org than myself needs to rename this repository from "docs" to "conferences", then it will magically work. Also see the summary NOTE. |

It regenerated. But the list at https://uapi-group.org/conferences/ is bogus: the list on the left is good, but the static list in the README is all outdated. And "See the minutes folder in the source repository for a full list of documents." is wrong because this page is not only about minutes now. So this needs some further update. Ideally, in a way that we don't need to keep updating the file manually, since clearly we're not very good at that. |

NOTE that this requires us to rename this repository to "conferences" after merge, or links to "conferences" at https://uapi-group.org will break.
