docs: add Arduino Uno schematic tutorial

Summary

• add a schematic-only Arduino Uno compatible tutorial/snippet
• capture the ATmega328P core, USB-UART bridge, regulators, 16 MHz crystal, reset circuit, headers, ICSP, and D13 LED
• keep the example raster/PCB-free so it matches the original schematic-only bounty request
• include notes explaining each functional block and how to extend the snippet into a manufacturable board

Verification

• Checked MDX frontmatter delimiters and embedded code delimiter balance locally.
• Checked the new tutorial file is ASCII-only.
• Not run: Docusaurus build, because this workspace does not have repo dependencies installed.
