The codecvt APIs were deprecated in C++, which breaks the build. This PR replaces codecvt with libicu, and updates the documentation and CI to reflect that change.
Thanks to Emilio for figuring out the clang-format issue that was breaking the linter CI step.
This resolves #209 and #187.
