FPC for Toro (3.2.2)

This is the fpc compiler for Toro based on 3.2.2 version. The ppcx64.tar file includes the compiler. The x86_64-toro-rtl.tar file includes the rtl. Please edit CloudIt.py to point to the correct files after untar.
