Summary

Adds the Arc vocabulary migration manifest for the operator-to-principal language cleanup and related durable naming decisions.

This includes the iteration-2 and iteration-3 review fixes:

  • locks review durable naming to the 2-segment {stack}-{assistant} form
  • documents the malformed pre-fix durable re-provisioning step
  • clarifies NSC / capability carve-outs
  • removes the stray 3-segment rollout reference that contradicted the locked durable decision

Verification

  • Branch is clean and pushed: docs/vocabulary-migration-manifest
  • Latest commit: 68b8dfe docs(migration): arc manifest iteration 3 — fix stray 3-segment durable in Roll-out §1
  • Local search only leaves the changelog note describing the corrected 3-segment form; rollout text now uses the 2-segment durable form

Ready for JC review/takeover as part of the manifest batch.

Deterministic per-file/per-line rename plan for arc's vocabulary
migration. Core defect: the JetStream consumer-name template
`cortex-review-consumer-${network}-${agent}` puts the network in an
addressing segment — per the grilled cortex model a consumer is
addressed by (principal, stack, assistant). Renames the template,
the --network/--agent CLI flags, and {org}/operator prose. Carves
out NSC operator-account terminology and flags Principal.operator
for review.
