Release v0.12.0

This PR bumps the version to 0.12.0 to prepare for publishing the Android 16KB page size support to pub.dev.

@PaulTR Could you please review and merge this version bump? Once merged, could you also publish v0.12.0 to pub.dev? This will make the 16KB page size compliance available to all Flutter developers before the November 1, 2025 Google Play deadline.

@PaulTR Quick question before you merge: Since you mentioned you're no longer with core Google, do you still have access to publish to pub.dev under the tensorflow.org verified publisher?

If not, could you point me to who currently has publishing rights for tflite_flutter? We need to get v0.12.0 published before the November 1st Google Play deadline.

I don't actually have Flutter installed on my machine, but I have access to the site. I'll see if someone else on the team can do the publishing.

Since you don't have Flutter installed, would it be possible to temporarily add me as a publisher on pub.dev? I can handle the v0.12.0 release immediately and you can remove me afterward if needed.
