Update protobuf definitions and internal package imports to reflect the migration from `go-base` to `go-api-base`. Also update `devenv.lock` to synchronize dependencies.
devenv replace bobgen-psql with sqlc. go.mod bump dependencies. authz proto fix subject comment. proto files regenerate.
