mod_jk balancer manager

Hi!
thanx a lot for your balancer-manage.py script. In my fork I did the following:

• refactoring: to get working on redhat 6.5
• add -H(host) and -p(port) args
• added manage-jk-balancer.py
• renamed balancer-manage.py to manage-proxy-balancer.py
• updated the readme
