Removes the cached Better Auth/D1 singleton from the dashboard auth runtime so session lookup uses request-scoped auth state. Updates the Cloudflare local runtime packages to newer Miniflare/workerd patches that include fixes for hanging requests in Vite dev. Verified with dashboard typecheck, tests, build, lint, and git diff checks.
