Summary
This fixes the dashboard local D1 migration runner on Windows.
The script now prefers and invokes pnpm through the current Node process, with a Windows-safe fallback instead of spawning directly.
This keeps the existing local worktree state handling unchanged while avoiding the failure reported from ERR_PNPM_NO_SCRIPT Missing script: migrate:local
