General: Add support for CUDA 13.1

In thrust 3.1 (bundled with CUDA 13.1), the internal is_proxy_reference traits have been rewritten to an exclusive C++17 style. While this typically does not effect users of thrust, our containers make use of them to ensure seamless integration into thrust's algorithms. Support this updated API to provide compatibility with newer CUDA versions.
