Support more config namespaces

What is the purpose of the change

With the increasingly complex business and the increasing number of microservices, the configuration of services relying on a single namespace can't meet the requirements. Maybe we should support more config namespaces, just like other configuration centers（apollo，nacos）

Brief changelog

• support more config namespaces
• remove useless code in org.springframework.cloud.zookeeper.config.ZookeeperPropertySourceLocator

Thanks for your response. I have raised another pr #312 about config load.Btw,I'd like to ask for your advice that local cache file is ok when zk can't not be connected.

This is my first time to submit a MR for a spring-related project. After the PR was suspended for 18 months, I am honestly very disappointed. I wonder if this project is maintained by anyone, or is it just a machine that changes the version name and upgrades it? If there is a problem with the PR content, please point it out. How many 18 months can a person have? If there is no way to fulfill your duties, please seek a change.
