Improve mobile responsiveness

Description

This refactor improves mobile responsiveness across the admin UI by standardizing page/container heights, making tables and dialogs fit better on smaller screens, and hiding desktop-only controls where they don’t work well on mobile. It also updates the bulletin dialog viewport behavior for mobile and fixes tab/hash syncing in component data so navigation state is preserved more reliably.

How to Test

• Open Bulletins, Actors, Incidents, Labels, Locations, Event Types, and Component Data on desktop and mobile widths.
• Verify tables fill the available space, mobile layouts do not overflow, and desktop-only actions are hidden on small screens.
• In Bulletins, open the dialog on desktop and mobile and confirm side panels/dialog panes size correctly.
• In Component Data, switch tabs/subtabs and refresh or open a URL with a hash to confirm the selected tab state is preserved.
