It turns out you can concatenate UF2 files for the RP2040 (Pico) and RP2350 (Pico 2) into a single file, and the bootloader will ignore entries that are not applicable.
The only downside to this approach is that when loading the firmware onto a Pico W, it's likely to show an error halfway through the file transfer as the Pico reboots. For example, Windows shows the following error:
