Fixes the case where the extension fails to enable (toggle never turns on) when the default monitored directory (e.g. ~/Applications) does not exist.\n\n- Ensure rescan creates the monitored directory and handles enumeration errors\n- Handle directory monitor failures gracefully\n- Avoid unhandled promise rejections from file monitor callbacks
