chore - Update some dependencies

Problem

A few of the dependencies are outdated:

• Building chamber with golang 1.25.4, but 1.25.5 has some important security patches.
• Bump go-yaml to support the newer version of Go.
• Bump properties to address build(deps): bump github.com/magiconair/properties from 1.8.9 to 1.8.10 #617
• Bump cobra to address build(deps): bump github.com/spf13/cobra from 1.8.1 to 1.10.1 #641
• Update the version of Golang the project uses to 1.24.11 to support the update to x/sys.
• Bump x/sys to address build(deps): bump golang.org/x/sys from 0.29.0 to 0.37.0 #647

I can't tell what the issues are with the snyk scans, but I will address them once I get more information.

I'm going to split out these changes so I can identify what may be causing the snyk problem.
