Inspired by py-libp2p#1318: select a compatible Python interpreter, create and activate .venv automatically, install Grip for markdown preview, and install Node lint tooling. Includes setup_dev.sh, setup_dev.ps1, and tests. Co-authored-by: Cursor <cursoragent@cursor.com>
