Updates the LLVM version from 15 to 16.
Unfortunately, LLVM has introduced some breaking changes in their C++ APIs, so we cannot have backwards compatibility with previous versions. At least, the LLVM-15 IR should still be compatible (with opaque pointers).
As this is a major breaking change in PhASAR, we may discuss whether this PR should be merged before the release of PhASAR-v2510, or after the release.
EDIT: Decided to upgrade LLVM after the release
