Add partial IPA driver support. Mobile data don`t works because ipa-lite driver don`t support probing uc smmu (which is required for sdm660/636/630 platforms), so this driver just helps Modem Manager to see modem in system. Partial IPA driver support, mobile data not working because remoteproc crashing but calls, SMS, USSD and GPS works well (tested on xiaomi lavender)
