Usability improvements, and update .NET Framework from .NET Framework 2.0 to 4.8

• Update .NET Framework from .NET Framework 2.0 to 4.8, to open on more recent VisualStudio
• Support selecting and moving multiple items up or down.
• Move item 10x down button to save time
• Button for Load/Save the state of inputListBox so that you have a record of what you did earlier (and you can continue later).
• Remove multiple selected items at once
