New accessibility quality gate

Extend the existing real Chromium acceptance suite with a locally injected, pinned axe-core 4.14.0 audit against the extracted offline archive, not a dev server or external audit service. Covers ten UI states across English/Hindi: Command Finder at desktop light, desktop dark, 320 CSS-pixel reflow, open local search, and the homepage.

  • Tests WCAG A/AA rule tags (2.0, 2.1, 2.2) with axe-core and blocks all non-loopback browser requests.
  • Writes actionable per-state JSON results (offending rule IDs, HTML and selectors, and manual-review counts) to artifacts/browser-a11y/; CI uploads them if browser tests fail.
  • Verifies narrow-viewport document reflow and ensures the Command Finder works at 320 CSS pixels.
  • Keeps all prior 24 behavioral browser checks and published compiler conformance jobs. Adds npm-pinned devDependency with no change to the published docs app runtime.
  • Updates maintainer README and English/Hindi offline user guides. Explicitly does not claim WCAG certification, real browser zoom, or manual screen-reader validation.

Quality gates

Merge only after all eight PR checks (including the expanded browser job) pass. Address actual scanner violations rather than disabling rules. Then verify main CI, Pages build/deploy/live smoke, and the new offline artifact. Supports open issue #65; its manual assistive-technology portion remains outstanding.
