OIDC Trusted Publisher auth still requires setup-node's registry-url to create the .npmrc plumbing. Without it, npm has no auth config and publish fails with ENEEDAUTH. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
