Updates PvM Toolkit to source commit arbeerby-pixel/prayer-time-infobox@1dbc267.

Changes in this source commit:

• Bumps PvM Toolkit to version 3.2.0.
• Simplifies timer settings so prayer is included with potion timers and timer empty pings.
• Adds optional collection-log style warning popups with short action messages.
• Adds always-on ground item outlines that respect Ground Items hidden/highlighted settings, with configurable color and width.
• Adds price source selection for value trackers.
• Enables top PvM XP skill tracking by default.
• Cleans up tracker reset controls and the PvM Toolkit stats panel.
• Keeps the packaged icon available under the plugin resource path.

Validation:

• ./gradlew.bat compileJava passed with the bundled JDK 11.
• git diff --check passed for the source repository.
• git diff --check passed for the Plugin Hub manifest update.
• Tested locally in the dev RuneLite client with the refreshed RuneLite 1.12.29.1 dev classpath.
