What is the goal of this PR and why is this important?

  • Remove a lot of hard-coded colors and use DomainTheme instead
  • Replace usage of TAGGABLE_MODELS with TAGGABLE_META (that includes more data)
  • Adjust tagging_label partials to default to :tags color, lime
  • Replace usage of the word Sectors with Service populations
  • Only show tags for published sectors and categories

How did you approach the change?
