Fix decrypter output for aesjs 3.x upgrade. Output from the library is now a Uint8Array, so `.toString` doesn't yield the expected result. Using `aesjs.utils.utf8.fromBytes` instead.
Includes modifications to package.json for private repository. Change from auto publish with bugfix bump to publish if version has changed.
Update packages to latest versions
